Citizen Collection Center
The City of Portland is committed to providing top-notch waste disposal services to Portland residents. The City implemented a new solid waste service schedule in 2023 to simplify set out dates and protect our surrounding environment. The City also designed and constructed a drop-off location to provide flexibility for citizens wishing to dispose of residential trash, bulk household waste, brush and yard waste outside of the regular curbside services.
The Citizen Collection Center is now open for Portland residents to dispose of residential trash, bulk household waste, brush and yard waste!
This facility enhances the convenience and accessibility of waste disposal services for Portland residents. Please note: Proof of Portland residency is required to utilize this facility (i.e. driver's license, water bill, etc.) WATCH the video for step-by-step instructions.
Hours of Operation
The Citizen Collection Center is open Tuesday through Saturday from 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m. The Collection Center will be closed during City-observed holidays. Please note: The Collection Center schedule is subject to change.

The Citizen Collection Center is located behind Portland’s Animal Care Services facility (1109 Moore Ave. Portland, Texas 78374).
Please utilize the driveway to the right of the Animal Care Services facility. Signs will help direct you to the Citizen Collection Center.
What to Expect
When you enter the Citizen Collection Center, users are required to check in at the Collection Center Attendant's Station. The attendant will ask for proof of Portland residency (i.e. driver's license, water bill, etc.). The attendant will also inspect the items users wish to dispose to ensure all items are safe to discard into the roll-off containers. See below for lists of accepted and not accepted items. Items Accepted at the Citizen Collection Center
Portland residents may dispose of the following items:
- Residential trash
- Bulk household waste
- Kitchen appliances - items with coolant (i.e. refrigerators, freezers, etc.) must be tagged indicating the coolant was removed by a licensed technician
- Household appliances (including TVs of any size)
- Other: boxes, non-hazardous garage items, gym equipment, old toys, flowerpots, etc.
- Brush & yard waste - limbs must not exceed 6-feet in length or 6-inches in diameter
Items NOT Accepted at the Citizen Collection Center
To ensure the safety of our community and the integrity of the facility, residents are reminded that the following items are prohibited:
- Pesticides and insecticides
- Paint (wet), paint remover and paint thinners
- Fluorescent lights
- Pool chemicals
- Hazardous materials/liquids
- Coolants, Antifreeze, CFC/freon
- All oils (cooking or machinery)
- All fuels/combustibles
